Register to speak at a Planning Committee meeting

Please complete this form if you want to speak at a Planning Committee meeting.

You can only book to speak on applications that are already on a published agenda - check the planning committee agendas. Agendas are published eight days before a meeting unless it's a bank holiday, in which case more notice will be given.

You will then be contacted by a member of the Democratic Services Team to confirm that you have a speaking slot. These are allocated on a first come, first served basis.

You will have up to three minutes to speak to the committee. If you have hard copies of photographs, drawings or maps (up to A4 in size) that you want to display, you can hand these to a democratic services officer on the day. We cannot show digital images during the meeting, but you can email these to the members of the Planning Committee up to 12:30pm the day before. You can see members and their contact details.

We can only deal with a limited number of images for any one speaker and they must not include any text. Material is displayed under the discretion of officers for speakers.

Content of speeches

The Committee is only able to take into account material planning considerations when determining an application. Issues such as loss of view, or negative effect on the value of properties are not material considerations.

Your speech should be about material considerations, which can include (but are not limited to):

  • Overlooking/loss of privacy
  • Loss of light or overshadowing
  • Parking
  • Highway safety
  • Traffic
  • Noise
  • Effect on listed building and conservation area
  • Layout and density of building
  • Design, appearance and materials
  • Government policy
  • Disabled persons' access
  • Proposals in the Development Plan
  • Previous planning decisions (including appeal decisions)
  • Nature conservation
